Live-monitor sidecar

The runtime sidecar that tails solver logs and emits typed LiveMonitorFragment records.

Definition

Each run pairs with a sidecar (PRD #125) on the compute plane. It tails the solver log, parses fragments through solver-pack parsers, and pushes typed records back to the web plane so residuals, monitor fields, and warnings render in real time.
